Why California is different

Three things make CA an outlier. First, SB 1157 (in force since 2021) requires landlords of subsidized housing of 15+ units to offer rent reporting to tenants — and a growing list of market-rate landlords now do the same to stay competitive. That's a free tradeline most ITIN holders don't know they can ask for. Second, CA hosts the densest Community Development Financial Institution (CDFI) network in the country: lenders like Self-Help Federal Credit Union, Mission Asset Fund, and Northeast Community Credit Union all underwrite with an ITIN as primary ID. Third, CA's Dymally-Alatorre Bilingual Services Act forces public agencies and many large lenders to provide Spanish-language disclosures — meaning you can review terms in the language you negotiate in.

  • Rosenthal Act — California's debt-collection law is stricter than the federal FDCPA and explicitly covers original creditors.

Does SB 1157 require my landlord to report my rent to credit bureaus?

Does applying for credit with an ITIN in California expose my immigration status?

No. Credit applications do not transmit immigration status to USCIS or any federal immigration agency. The CCPA also gives you the right to demand deletion of your data from credit-adjacent services like Plaid.
